    What operating system? If this is Windows 8, you should take it back to where you bought it. If this is Windows 7, try to get into safe mode. If you get into safe mode, that can open up some additional troubleshooting options.

    There are plenty of guides on the internet for making a bootable USB flash drive. Search and you will find them. If they don't work, it is possible you aren't setting your BIOS up to boot from the USB drive or your BIOS isn't compatible.
