Unless you have a need for a faster device, an ipod touch will do you just fine. Otherwise, most phones should work perfectly fine as is without a SIM card inserted. I ran my iphone 5s without a SIM for a week or two waiting for it to ship to me.

This is why I don't buy a phone to play games on it. I have a PC for that. I buy a phone for the sake of it being a PHONE.

You would be better off getting one of the AMD APUs vs the more powerful intel processor if your main purpose is gaming. Intel has sorta crappy integrated graphics while the APU was made with graphics in mind.
