Temperature seems to average at about 50 Celsius, with it maxing out at about 60 Celsius. I have no indication of fan speed. Should it be continuously running? I hear it kick on intermittently

I have a Dell Inspiron 1545 with windows 7. It randomly freezes while I'm on the internet. Completely locked out of all functions. Some times if a video is playing it will go into slow motion for a few seconds before freezing. I backed up the hardrive, reformatted, and reinstalled windows 7...
