i had to get a new charger for my laptop now its not charging while its on. it stay at the same percentage and say plugged in not charging . when you turn it off or close it to sleep it charges. is it the charger or is there something i can do to fix that?

i have my Bluetooth wireless headphone hook to my pc. they were working fine and now for some reason they will not work.. under sound it shows it disconnected and when i disable everything and run trouble shooting for sound and try to use the headphones it says the peripherals does not appear...
