    Help! I am not able to click on the change proxy settings button. What do I do?

    I open chrome, click on the bookmarks button, go to settings, advanced settings, and scroll down to change proxy settings, but I can't click on it because it is not highlighted. Any ideas? Running windows 8 if it helps.
