    Turn off the laptop. Press and hold F2, press power on button while still holding F2 pressed. Is it Windows 8 laptop?

    When you have UEFI / Safe boot disabled, boot menu should be active, you'll be able to change boot priority inside BIOS as well.

    Can you get into BIOS? You have to disable UEFI / Safe boot inside BIOS. Then you'll be able to change boot order.
