Archive all the OST data to PST then reconfigure outlook. If you do this offline the local OST should be available. Might need to reinstall outlook as there well be large queue of pending actions.

I also found the BIOS was old, and most of the HP drivers needed to be updated so in the end I have little idea which final item was root cause. The problem is gone. Along the way I discovered how to put W8 in safe mode using either MSCONFIG command or using advanced startup in PC Settings

Shubham - thanks for the reply, I had tried both Windows Update and HP Support Assistant and direct download from HP site of the SP package file, none worked. Finally bit the bullet and forced a Windows 8 reset wiping the hard drive fully. (Refresh did not work) About 250 updates later...
