Port as in inside the computer or in the power cord?

So the other day my computer was charging fine and then the power button and battery button started to flash once I plugged it in. Now many people said that it was a power cord issue but every once in a while I jiggle the cord and the laptop charges. Would this be a power cord or battery issue...
