Pc shut down

Specs is i7 7700, 16gb ddra, gtx 1070. I tried testing the psu and the fan wont turn o with the paper clip trick so i thin it may be the psu fried

Pc shut down

My pc shutdown while watching a streaming movie. I checked the thermal paste and it looks dried or wasted. My pc won't turn on but the psu is working. Would reapplying help or is the shut down something deeper?
