    I actually fixed it by restarting my computer after changing the power settings in Nvidia Control Panel... ;) Oh well I got a 970 now so it's all good.

    I'm having the same issue with my GTX 660. Trying to play Skyforge but instead of running at max speed; GPU clock 549mhz Memory Clock 3004mhz it runs at desktop speed; GPU clock 324mhz Memory clock 810mhz I have tried so many things but I can't get it to max out...
