Can someone PLEASE give me a solution? I'm at my wit's end

I have an HP 2000 Windows 8 laptop. It got a virus a long time ago, but I'm trying to fix it. I can't enter Safe Mode or boot the laptop to where I can get rid of the virus. I have created a bootable usb. I even reformatted it to Fat32. I also tried changing the boot settings to where the USB is...
