The decent brands don't seem to make them any more. Sony had a crack at one a few years ago with a BluRay player built in but it was a flop. I used to work at Currys and you started to notice how common it was for the DVD player to go in them.

The Hz is different depending on regions. In USA TVs are in multiples of 60Hz because of the power. In the UK and Australia and other places they're in multiples of 50Hz. Also you typed your question as the post title and it cut off so I can't see the rest of it.
