Well, I fixed it. I used a strip of masking tape and put it 2-3 of the connectors on the ribbon strips going from the T-con board to the screen itself. I moved this tape around until I found the correct spot and it no longer has any interference. I think the issue has something to do with static...

The image is ghosting, flickering, jumping or however you want to describe it every few seconds (intermittently). I am looking for a fix for this TV. I have already replaced a bulging capacitor and (Somewhat) attempted to refurbish the T-con board through a scrub with some 91% rubbing alcohol...
