laptop loud

Over the last month or so my CPU fan has been making a noise I am not used to, and this occurs even when the laptop is not warm-hot and the CPU is at 0% according to task manager. I even downloaded HWInfo to check temperatures for an overheating problem, but they all read within a normal range...
