Remote car diagnostics is absolutely a thing.
The principle? A scanner is connected to, or part of, the car computer system. It connects via the cellphone network to a server somewhere.

Many many new cars have this built in. OnStar, for instance.

Simply google "Remote Automobile Diagnostics", and you'll find lots of info.
