1440p+ 120hz+ Smart TV

I am looking into a 120hz+ 1440p+ Smart TV. But it must be under 34 inches in width. Also my budget would be under 800$.

1440p smart tvs don't exist. The best you can is get a 4k 40 inch tv as it will give you a better resolution and the ability to get 120hz at 1080p.
