I am planning to buy this

http://vutvs.com/hi-fi-4k-uhd-tvs/56-vu-42-4k-uhd-smart-led-tv.html

and i own this

http://www.cnet.com/products/dell-inspiron-1545-15-6-p-t4200-vista-home-premium-3-gb-ram-250-gb-hdd-series/specs/

can i connect these through a VGA cable or otherwise.

if not then please provide a minimum configuration for an assembled PC to run with above mentioned TV.

usage: internet browsing, office, movies. absolutely no games.

Solution
When you scroll down on the TV product page, to the area "The TV that Plays Everything" you see a VGA port, so it has one.

VGA Max resolution is roughly 1080p, so that's the max that laptop "COULD" display. The TV will upscale it to 4K but it won't be a native or true 4K picture.

With that said, browsing, office, in native 4K is VERY SMALL. I have a 4K TV and I don't use my PC at 4K, it's too small for most things. I do use 4K mode for upscaling movies, but to do MAD-VR and smooth motion type of stuff requires a massive PC.

You need to provide at least a rough budget for a new PC.

I think it will lack of permformance and if you plan to watch movies with it, it's going togo great but if you are planning to stream movies in 4K you're going to have a bad time.
