Does the ATSC standard def DTV spec use 5.1 surround sound?

ATSC uses Dolby Digital. Which means it can be 5.1 if the broadcaster
wants it to be.

The ABC station here broadcasts with discrete audio on the primary
subchannel, even on non-5.1. (I know because the "DOLBY SURROUND" light
on my audio decoder doesn't light up.) I'm pretty sure HD movies with
5.1 audio get broadcast as such. Even 3.0 to 4.1 discrete audio is
still going to be better than surround stereo.

I'm pretty sure I haven't seen any other OTA station here broadcasting
discrete audio.
