I don't have much money and I was wondering if there is a cheap laptop under $200 that would have a good enough quality to play all of the Sims on (3, extension packs, and 4)

There really aren't any laptops under $200 to begin with, your best bet is to find a used, maybe refurbished one.

Chromebooks cannot play Windows game because they use Chrome OS which is different from Windows OS.
