A desktop computer that can get me out of the "Low Zone"...

For the 17 years of my life, I've only been stuck with the low-end side of things. Any game I can get my hands on, I have to test it at the lowest resolution, all settings as low as possible...(In the case of New Vegas, I had to grab 6 performance mods before the game became playable.) The strongest thing I've gotten ahold of that "I" own is a Gamecube. Other than that, my laptops are junk, and my desktop is sorta good for me..but, hey. I want to jump up a step, to the Medium settings for games. I want to see, for example, something that can run Skyrim and Warframe on medium settings. That's all I care for. I'm not looking for the "Grand mother-father of all gaming machines that takes a limb and a half" desktop..Just one that can do things on medium. I can't care for the higher settings.

Any help?

Any of the three. I don't mind how I get it- Heck, I'd appreciate you giving me solutions for all three ways. I don't want to overburden you, though.

This looks good, and sorry for the late response, but is there a build you can tell me that can hit ~40 FPS on Medium game settings? If that's the cut-down price to 500$. OS..I prefer Win7Prof or Win10.
