Call the police. And your carrier to have the phone disabled. Any calls they make while it is not in your possession, you will still be accountable to pay for. So the sooner you have it disabled, the better.

Report the phone lost to the cops. Call your carrier and report the IMEI of your phone as stolen and ask them to red flag that IMEI. If you're lucky, you might get it back although it's just luck.
