Acer Aspire E1-492P-6695 won't turn on

I tried unplugging and taking out the battery. It still won't turn on. There seems to be no power at all.

Is there a light on the charger that tells you if power is running through it? Is there a charging light on the laptop that illuminates when it is plugged in? What do those lights indicate?
