Acer aspire one (NO DISK DRIVE)

Screen turns black and reads:

"Windows could not start because the following file is missing or corrupt

<windows root>\system32\hal.DLL

Please re-install a copy of the above file

I HAVE TRIED ALT+F10 but recovery cuts off at 22% and "ERROR" message appears



HELP!!
