Acer laptop takes a long time to charge

My acer laptop is not charging.Anytime I pull the plug it shuts down.I changed the battery and charger as well which I bought online.When I replaced both items the charge went to thirty% and when i pulled the plug it still shuts down.I even toggled with the power settings and same result.What I did notice is that the charging light remains orange and blinking.
