Acer Netbook won't charged when turned on

I have an Acer netbook that won't charge when turned on. The power cord is detected for maybe 30 thirty seconds and then stops. It charges no problem when powered down. Does anyone know why this is happening?

most times it a bad ac adaptors that failing. (it not putting out the rated voltage.)
if you have a best buy or micro center or someone with a volt meter read the output or try another adaptore. if not it the power pin or power board in the laptop.
