It's not only safe, it's downright crucial. The junk Acer fill their laptops with is a long list in the Programmes and Features list in Control Panel.

If it's running Windows 10, you need to press your Windows key and R together then in the Run box that shows up, type
control
then hit the Enter key.

If you're going to use the Control Panel a lot, create a Desktop shortcut.
