A problem like this is usually due to a missing file, corrupt file, registry entry error, etc. I would try uninstalling/reinstalling if you haven't already, and also make sure that you don't have any antivirus software interfering, so go into your AV software and explicitly allow act.exe and all associated files to run.
Also, after you reinstall and run again, make sure to right click and choose "run as admin". Best of luck!
