Ads in formated PC

Recently I formated my PC due to some russian ads popping on every page and steam. Even after a clean windows install they keep appearing. My router's firewall is on. Any ideas on what might be happening?

Okay. Before I suggest you anything else,
Scan your PC with Hitman Pro and Malwarebyte Anti-Malware. They both are on-demand scanner.
Hitman Pro doesn't need to be install. It's a click-to-scan program.

Try this, and share the results.

Wipe your HD as breaking the partitions and re-creating them?
If no, then do a clean install again, but this time delete the partitions completely, create them again. Then install the Windows.
If yes, then use your computer without connecting to the Internet and see if ads appear.

Partitions were deleted when doing all of the Windows installations. Even used Ubuntu for a while to make sure (no ad's in this case).
The ad seem to use some sort of algorithm since is inly turns on after, let's say, 5-10 minutes of constant browsing.
The Windows was downloaded straight from MS site: it is clean.
I can say almost for sure it is related to my network, will get a notebook to perform some tests today. :)

I have the same problem, those ads appear even on my phone's browser (Chrome), and the others, Firefox, IE, etc. It's annoying, it has redirects for pages, and the only solution is to close the mirror

Download 'Avira Rescue System'. Make sure it's bootable when you burn it onto a CD. Then boot your computer with it. You may need to update the virus definitions, so you'll require an active connection. Once the definitions have been updated, you can then unplug the computer from the network and begin the scan. Make sure it's configured to do as thorough a scan as is possible, including looking for "joke viruses" and deep recursion (30 levels max, I believe). If you can't burn the image to a CD or DVD, then, you should download XBoot and place whichever live distributions you'll use to discover/clean the pesky software. See the XBoot documentation or watch the appropriate video tutorials for more information on this.

I am having the exact same problem, but it happens with any computer or smartphone I connect to the wifi, so it is not a problem that comes from just one computer, please help!

There was a guy who had a similar problem, and it turned out it was his ISP that was the core route of the issue. What is your ISP for every device that has this issue? Also, what browser are you using for all your devices?

There are a number of potential explanations for this. Most of which has nothing to do with a computer directly, and would also require a more specialised explanation. To fix it, I'd probably have to recommend finding some more specialty forum, but that's because finding troubleshooting help on here is going to be difficult.
