After Windows 10 Updates, Screen Still Says Restarting After 20 Minutes

Bought one of those HP Star Wars laptops today (nothing better to do). It took what seemed like a couple of hours to download all the Windows 10 updates. Once completed, I was asked if I wanted to restart to apply said updates. So I click on restart, and for maybe 5 minutes it says configuring updates, then it switches to saying "restarting". Well, it has said that for the last 20 minutes at least.

Is this normal (I'm new to Windows 10)???

If not, what should I do?

Just reset the laptop. Should be fine, and the updates will resume. It's definitely not "normal", but Windows (not just 10) will very occasionally hang while installing updates.

Thanks for the advice! I had hoped it would turn out okay by doing that, and appears to fine, as the updates have resumed.
