AMD A6-6310 - Is it extremely slow?

HELP!
Just bought HP All-in-One with an AMD A6-6310 APU with AMD Radeon R4 graphics. 1.80 GHZ.
This thing is slower than a bag of Sundays.
Already checked for internet connectivity issues.
Other PC and Macs in the house achieving UP/DN load speeds of between 240-370 MBPS.
This snail is getting 50 MBPS and the PING's are through the roof as well.
Do I return this thing? Is it the processor? Or maybe I just got a lemon?
(I am talking about simple website navigation and simple documnet downlading, etc. Not even streaming or gaming.)
