I am trying to get my AMD Radeon R9 290X Double Dissipation Edition Graphics Card working, but every time I put the CD into the Disc Drive this pops up: http

I've got an Intel Core i7-4790K 4.0GHz Quad-Core CPU, and have Windows 8.1 64-bit OS. I have no idea how to fix this, and would greatly appreciate help!
