Is disabling ultra-low power state really a thing for AMD GPU users?

I heard it fixes a lot of problems some users have and don't know how to fix.

Problems like low FPS compared to others with same card, or problems in games in general like buggy stuff or crashes. Heard it somewhere. Can't remember. Prob YouTube guide.
