android network error

hi. i'm using samsung galaxy win gt-i8552 (duos). my data ser network is zain and for internet i use mobily. of late, ive been getting this error message: "communication error occurred: "Operation timed out"The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.For assistance, contact your network support team please help...

try to move the sim card to other phone to see the problem persists or not, if yes, that is the ISP's problem
