annoyance regarding my TV

Basically I have a 32 inch samsung led tv and when i play some games i see lines going horizontally across the screen. They are not wavy they are just static. I origonally used my pc with it using vga with no problems but after switching this happened.

pc spec.
7970 windforce
i5 3570k
vengeance x8gb 1866mhz
850 psu. cant remember full name but its made by corsair.
maximus VGen.

any help and information appreciated.

If you used VGA before you probably had a PC scaler built into the TV. Why not just use that again since it's easier to setup anyway?

I have an HDTV with VGA input and I can choose my resolution no problem (1366x768 at 60Hz) but HDMI won't scale properly nor can I get 60FPS for some reason. I only get 30FPS.

You require either a VGA output, or DVI-I output (with VGA adapter).

As for the "lines" it's not clear to me what you mean.
