.arc files decompress too slow

i have 2gb ram
c2d 2.20ghz
gt 610 2gb
i am tryin to extract AC4 Black Flag .arc file which is about 7gb and extracted size must be 15gb.i use FreeArc.for 1st 10 seconds speed is 3-5 mb but then goes to 25kb!my friend has 3ghz intel dual core processer and 2gb ram and extracted the whole file in 1 hour 15 min.So please help!how to extract fast?also i tried another arc file of Just Cause 2 which gave me constant 5-8 mbps

i cannot buy as my net is too slow so whenever i buy i have to download about 15gb from steam and that's way too much for downloading for my slow connection
