Are there any laptops that can be bought to use an elgato HD60 that just won't lag and is under $300

Short answer as every one has stated is a no unless you plan on maybe streaming older Dos based games. However if you post what you are actually wanted to stream basically your goal and we could suggest probably the cheapest you would have to spend to get it accomplished. You probably would a larger bang for your buck to go with a desktop workstation you could probably get a used older i5 system (at least in the us) for around $200 though you still would need a video card but you could probably pick up something again used for $100 that would allow to play more resent games but again you would be limited (and assume you have a monitor).

If you are planning to game on it then be happy that the game even launches or runs at non single digit framerates. We need a bit more info about what you want to do here.
