i factory reset my aspire laptop and i do not have the star up disc what can i do?

If you've successfully performed a factory recovery, you should not need a startup disc.

Please explain why you need one?

You can create a "System Repair Disc" from within the "Backup & Recovery" utility in Windows Control Panel.
