aspire v5 571pg plugged in but not charging on windows 10

acer-aspire v5 571pg loptop not charging when it is on and says " plugged in but not charging" on windows 10, but charges while the laptop is in shutdown mode, kindly help me fix it

Try turning off the laptop.
Remove the battery.
Clean the gold terminals (battery & battery compartment).
Put the battery back firmly and lock it in place.
Turn on laptop.
