Question Audio constant noise/interference: 3.5mm on mobo IO & USB sound card

When my mini amp is connected to PC mobo 3.5 IO there is constant noise/interference. I have connected it to both back and front of PC.

I have tried:
  • Tested other speakers but the issue is still there. Ive also tested the amp on a brand new windows laptop, MacBook pro and mobile phone which works perfectly.
  • Updating/uninstalling/reinstalling all sound drivers but nothing works
  • Changing outlets
  • Removing WiFi card
  • New rca cables
  • I bought a USB sound card Xtrfy SC1 but the noise/interference continues
Not too sure where to go next?

Any help/advice would be greatly appreciated!

Mobo: MSI H310M PRO-VDH PLUS mATX
CPU: i5 9400f
CPU Cooler: Cooler Master i71C 120mm RGB LED Aluminum Intel CPU Cooler
Wifi Card: TP-Link Archer T6E Wireless AC1300 PCI-E Adapter
Ram: Gigabyte 8GB (1x8GB) DDR4 2666MHz C16 Desktop RAM - Black (Normal)
PSU: SilverStone ET650-B
GPU: Gigabyte GTX 1660 Super
