Solved! battery not charging

I just got a brand new laptop battery, and have a new charger and it won't charge my laptop. it still says plugged in not charging. How do i fix this problem so my laptop can charge.

my laptop charger is plugged in but it won't charge. I tried the turn laptop off unplug charger, remove battery and then turn laptop back on and plug charger in and put battery back. Well that method didn't work. I have a 90w charger for a 40w battery. How do I fix this problem so my laptop can be charged again.

If this is a brand new laptop it should have come with a charger. That is the only charger you should be using with it.
