If its one of the newer chipset series (965/975 series, 30 series, 40 series) it should be the Core 2 Quad QX9770 which is basically unaffordable.
The Core 2 Quad Q9650 and 9550 are the next in line but also sold for quite a lot.
The Q8400 and Q9400 could be a good choice if you find them cheap.
Besides that Q6600 and E8400/8500 are sold for reasonable prices on ebay.

If its an older chipset you would be limited to the fastest Pentium 4 you can find. But I wouldn't recommend buying any of these anymore, even used. (Although some older boards support the low end Core 2 Duo chips like an E4600)

For GPU choice any recent card for under $150 should be more than enough.
Something like a R7 260.
