I would do online research and read lots of professional reviews. That's what I always do. Consumer reviews are of dubious value because you can't know the ability of the person writing the review but sometimes these can help a bit once you have narrowed the field.
For starter machines, I would find a few cheap machines and read the reviews for those. Hopefully, it's not something your daughter is going to carry around much as the cheap machines don't like to be knocked around, For a young person, I would go 14", non-touch screen, 8GB of RAM (buy 4 GB machine and put more in so make sure you can expand) and a small SSD (256G should be plenty). I would encourage her not to install a lot of junk and games. If she wants to game, that's a whole different story.
