Best Laptop for a price range of 200-400 £

so my brother traveled to Germany to study chemistry and his laptop broke 2 days after his arrival ..
so he kinda need to get a new cheap and efficient replacement for his old laptop
his range is 200-400 euro and was wondering the best possible laptop for general usage(multiple taps browsing .. watching videos and that kind of stuff )
by all means he's not a gamer and wont use the high end stuff but he wants something that is as smoothest as possible for his money's worth
also.. is his budget too low to get a new decent laptop.. should he look around for USED ones ??
and what about refubrished laps ?? what's their story "? are they cheap and reliable
