It looks like the open source, lightweight Sumatra PDF Viewer also now includes annotations!
I currently use Xodo for editing, but Sumatra for viewing, because it is 10x faster to load than anything else.
But maybe now I can use it for everything.
Tom's guide was good guide years ago, but now, it seems, it copies/pasts the information from paid sources instead of doing its own research.
I've been using PDF-Xchange Editor after your previous advice. I tried some others but choose this one.
It is an excellent product, full-featured, in some points even better than Adobe and Foxit. Plus - for nice low cost - 56 USD for PDF-XChange Editor and 72 USD for Editor Plus. And plus just few dollars for updates up to 3 years
