All 11" and smaller laptops that I am aware of have CPUs from Intel's Atom series which are very basic CPUs that are not meant for demanding tasks such as video editing. They also are limited to 32GB of internal storage; with a clean install of Windows 10 you have maybe around 12GB - 14GB to use. They only way to expand storage is to insert a SD card, but in some laptops they will only go in about half way so SD cards may not be an ideal permanent storage in those cases.

Actually, I found two 11.6" laptops that do not use Atom CPUs...
Dell Inspiron i3148-6840sLV - This uses a 4th generation Core i3-4010u CPU...
