So I get crackling noises in my hyperx clouds now and for a while now and was looking to upgrade them and even get the setup external so I settled on the 990s and was looking for something not to break the bank but to power them. I was looking at the magni 2 but is that enough? Do I need a dac and what dac if so a dac that can suffice please. I have a Asus z97-a usb 3.1 mobo. Any help is appreciated as I want something to not break the bank or even buy something I can't use or power them properly.

For just a DAC for under $100 (modi price) I would look at the DAC destroyer: http://hotaudio.com/my-products/dac-destroyer-usb-dac/ $50, HRT dsp https://www.amazon.com/HRT-dSp-Headphone-Digital-Processor/dp/B00TI6TEU4 $70, Behringer UCA202 https://www.amazon.com/Behringer-UCA202-Audio-Interface/dp/B000KW2YEI $30, FiiO E10k https://www.amazon.com/FiiO-E10K-Headphone-Amplifier-Black/dp/B00LP3AMC2, $76. All of these will sound much better than onboard audio.

There are some you could find for around that price too if you do a little searching. I would personally pair the magni with the E10k or the HRT dsp out of this list. Or you could just spend $30 more and get a modi and that combo will last you if you ever upgrade to higher end...

Magni 2 is more than enough for your dt 990 assuming they are 80 or 250 ohm. A dac will improve sound quality but is optional, the fiio e07k or E17k would be a good dac+amp combo for a low price, it could power your headphones fine and the dac in it is good quality.

I got the money for the 250ohm setup but the magni/modi setup would give me a full listening experience but is a bit pricey in my opinion. Any good cheap alternative for a dac?

For lower end cans like the dt990 the E17k amp/dac combo will be more than enough, you won't notice a difference between that and a magni/modi combo with those headphones.

No im looking to buy the dt-990 pro 250ohm version. I just want a dac with a magni but not the modi to power them as I like my audio decently loud to a good listening experience for me at least.
