Black marks on my laptop screen and extending

I have black marks on my laptop screen and they extend slowly , when I put the cursor on it , it appears below it

Sounds like a bad LCD panel. Attach an external monitor and see if the same thing happens on that. If not, you'd need to replace the laptop screen.
