How are the calls encrypted end to end? Does the other person need a Blackphone also?

Yes, they do. Calls are made over IP (VOIP) via Silent Circle's own network, so only those on Silent Circle (either on Blackphone or using the app) will have end-to-end encrypted calls. When you try to make a regular call on the Blackphone 2, a prompt shows up asking if you want to secure the call by making it via the Silent Phone app. Cellular calls are not encrypted.
