block specific sim cards

there is an app or script(i can do in android studio)
for not letting other sim card with specific number or whatever
to display interface on the device?
in other words block any sim cards with some data etc... but approve the sim cards with specific id or phone number ...

A phone can use any SIM that is inserted into it. As long as the SIM is on the same kind of network. CDMA or GSM. However, a SIM not inserted in a device won't work in it. It has to be inserted.

Now there is no app to block an inserted SIM from working. The only way to block a different SIM is to not let it be inserted in the phone.
