Blocking certain applications?

So I want to install a program to limit gaming time, I am currently thinking kidswatch, but I want to lock the program so he can't change it. I know we could go the administrator account route, but i do not want to prevent him from downloading or uninstalling programs, or even running certain programs such as FRAPS. any advice, tips, tricks?

That would be done better at the router. If he has admin rights, anything you do on the PC can be undone.
